When did we start giving more and more tolerance to ill-mannered behavior?

It looks like we are not executing our in-game rules (at least not as much) any more. This is a major reason why players are more fed up this time (4th job update) than 17.1 or 17.2 updates, although all of them came with extended maintenance time and a number of bugs.
Proof, finding, screenshots and replays in this tread are collected from trusted sources in the community.
 
The in-game rules I mentioned here are referring to the staff posts or replies from the following links:
 
1. suspected duplicator
In summary:
Players can take advantage of some server disconnections to duplicate items (confirmed by a coincident deal right before Prontera map server down);
Whether and how they caused servers to go down is technical and remains unknown to me. I believe this has also been under WP's investigation for a while.
Some players have been selling suspicious amount of expensive items and they are suspicous in the following ways:
In-game obtained items (17.1 Finest Modules for example) selling consistently (total estimated revenue over 100b) lower than cost;
Missing side products (no sale of high-grade modules until mentioned in that thread);
Selling more COP only item than the amount that our whole server can produce (and coincidently "sold out" right after being called out);
and many more.
It takes players a lot of efforts to find this out, since we don't have access to the back end information that a Warpportal Staff may have. However with these findings you can't get away by accusing everyone "harassment".
When we send a ticket, we get this reply:
"Thank you for sending us a support ticket. This is xxx from WarpPortal Support Team.
We greatly appreciate your initiative in providing information regarding a potential ill-mannered behavior in-game. We will investigate the situation immediately. Please be informed that we are not able to provide details regarding our investigations due to security reasons.
Thank you for your cooperation.
Sincerely,"
I also got this screenshot (with names erased but you can see it's from a GM) and there seems to have some progress in the investigation. The player has at least 10k+ items "coming from nowhere". Obviously this forum does not allow me to use image extension so I will share the link here.
Unfortunately, that's all she wrote.
 
2. Griefing and many more real harassment
Based on VModCinnamon: "If the intention is to blatantly prevent others from engaging FFA boss through means of blockage, such as Ice wall, Safety Wall, Magnetic Earth, and Pneuma then yes it is an offence."
However we can't stop this:
If you don't know with today's damage the MVP has no chance to cast any skills to be voided by the player's "Land Protector" (Magnetic Earth) skill, at least from the 3 screenshots above, you should clearly tell the player consistently casting Land Protector to prevent the other sorcerers from casting psychic wave: the other sorcerer opened a very small area not under either the MVP or the Land Protector guy but got immediately covered by Land Protector again.
I really cannot tell how clearer this can be. As far as I know this player has been reported through our ticket system on at least NAR map and Wizard of Veritas map for griefing by multiple players. If multiple players have shared harassment from the same player, it means this has not been taken seriously. I don't believe even a verbal warning is given.
We only get this reply from tickets:

3. Bug abusers, 3rd party program usage on WOE
I don't play WOE myself, but I'm sure every participant is aware of this.
 
As of this point, any delay on maintenance is already expected. The never-ending ill-mannered behavior is what causing players' disappointment and frustration. Deleting posts and replies does not fix anything.
For example, our new refinement system update (more BSB needed for refinement 10+) Plus a player with 10k+ item coming from nowhere (and he has been selling infinite supply of BSB) = extremely unfair to normal players.
A player used to accuse him for infinite convex mirror (on both forum and DC) is now his friend. With this type of history, when players feel the VMod is providing "too much protection" towards this, it would be normal for them to feel Vmod is bribed. I personally don't believe this, but Vmod's claim "I can assure you..." doesn't do anything either. 
This reminds me of an earlier post that a player's "item verification ticket" resulted a GM confirmed an item legit and the player doesn't even have the item. As this point, many players are not sure if tickets are being taken seriously any more. Warpportal should really focus on building some trust in its service now. Consistent new OCP items with the above ill-mannered behaviors tolerated, will just disgust normal players.
